El curso de Actualización de Operador de Radio Restringido del Sistema Mundial de Socorro está dirigido a toda persona que desempeñe o tenga a su cargo cometidos relacionados con el servicio radioeléctrico a bordo de un buque que deba participar en el SMSSM poseerá́ el título correspondiente del SMSSM, expedido o reconocido por la Administración según lo dispuesto en el Reglamento de Radiocomunicaciones.

Los Capitanes y Oficiales y patrones (incluyendo los PPER) encargados de la guardia de navegación de buques civiles acogidos al Sistema Mundial de Socorro y Seguridad Marítimo en la zona A1.
